“One of the biggest challenges is unequivocally knowing who is behind a specific cyber attack whether it is a country, state agency, private organization or hacker. Unfortunately, there is the need to overcome issues surrounding anonymity before a perpetrator can be identified. This is a foundational issue with Internet communications. Whether it is an attack on businesses, organizations, individuals or the government, a solid cybersecurity strategy needs to be hammered out now to protect US interests and US citizens. Legislation that can also provide a significant deterrent to hackers is warranted. The legal system needs to keep step with technological advances, but it all starts with a solid cybersecurity plan that Federal, State and local governments can all support with the input of businesses and private citizens.”
